The highest form of land title in Nigeria. Issued directly by the state government and registered with the Lagos State Land Registry. Provides the strongest legal protection for buyers.

Required when an existing C of O property is sold. The buyer must obtain the Governor's Consent to formally transfer the title. Legally recognised and enforceable.
